II BIM recommendation for action for municipal building authorities and municipal building management in North Rhine-Westphalia

Update with a focus on BIM in operation and sustainable construction

As the BIM method continues to penetrate the German construction and real estate industry, a uniform understanding and transparent implementation are playing an increasingly important role. Against this backdrop, the BIM recommendation for action for municipal building administrations and municipal building management in North Rhine-Westphalia was published by the Ministry of Home Affairs, Municipal Affairs, Building and Digitization of the State of North Rhine-Westphalia in 2021. This first BIM recommendation for action provides basic guidance for BIM implementation in local authorities, enabling them to award BIM-based projects and, ideally, implement them independently. It creates a common understanding of the application, a structured approach and an overview of the state of development in German science with corresponding pilot projects from practice.

The II. BIM recommendation for action, which was also commissioned to the BIM Institute, follows on seamlessly from the first BIM recommendation for action and focuses on the application of BIM in favor of sustainable aspects in the areas of planning, construction and, in particular, the operation and dismantling of public buildings.

The consistent use of BIM along the entire life cycle can significantly support the achievement of construction and climate policy goals. This requires the development of corresponding BIM objectives and BIM use cases. The public sector is aware of its role model function, which is why municipal building administrations also see the need to focus on BIM objectives and BIM use cases from the perspective of the operational phase and sustainable construction. With the implementation of the second BIM-HE, efforts are being made to meet this challenge in the best possible way.

To ensure practical implementation, the BIM Institute was once again supported by municipalities of various sizes and companies from the private sector as practice partners. Interviews provide an insight into the current status of BIM implementation and the further goals of the municipalities from NRW in the area of sustainability and building operation. To illustrate this, pilot projects such as the Kaiserswerth fire station in Düsseldorf are also presented in the second BIM recommendation for action.
