BIM recommendation for action for municipal building authorities and municipal building management in North Rhine-Westphalia

The Ministry of Regional Identity, Communities and Local Government, Building and Gender Equality of North Rhine-Westphalia (MHKBG) is funding the development of BIM recommendations for local authorities in North Rhine-Westphalia. The aim is to provide this target group with basic information to enable them to implement BIM-based projects more quickly and easily in future. The Building Information Modeling method, or BIM for short, ensures that all data from a construction project is recorded digitally. The networked planning, execution and management of buildings leads to greater efficiency and improved processes. The University of Wuppertal was commissioned to draw up the recommendations for action.
The BIM Competence Center (BIM-CC) founded at the MHKBG aims to summarize the information requirements for the introduction and implementation of the BIM method for public, in particular municipal, building construction in North Rhine-Westphalia with a BIM recommendation for action and to promote the application of the method. Existing information and sample projects rarely and insufficiently take into account the specific needs of public building owners and building managers. Many municipal representatives therefore find it difficult to set up BIM pilot projects. "The municipalities in North Rhine-Westphalia have great opportunities with the use of new digital methods. With this BIM recommendation for action, we want to highlight the special role of municipal clients in BIM implementation and support them in awarding BIM-based projects in the future and, at best, implementing them independently," says Margo Mlotzek, project manager at the BIM-CC in the MHKBG. In order to gather basic initial information on the planning of BIM projects, the BIM-CC held workshops with public clients in NRW from July 2019 and was supported by the University of Wuppertal, among others.
The BIM recommendation for action is intended to provide a common understanding of the application, a structured approach and an overview of the current state of development in German science and practice. The BIM recommendation for action will also describe the fundamental factors of processes, people, technology and standards.
